龍灘電廠: 以“四雙”為抓手構建水電安全文化

龍灘(tan)水力發電廠(以下簡稱龍灘(tan)電廠)是國家“西(xi)(xi)部大(da)(da)開發”的十大(da)(da)標志性工程和“西(xi)(xi)電東送”的戰略性項(xiang)目之一,電廠位于紅水河(he)上(shang)游的廣西(xi)(xi)河(he)池市(shi)天峨(e)縣(xian)境內,770萬千瓦空冷(leng)水輪發電機(ji)組已全部(bu)投產(chan),裝機(ji)總容量(liang)490萬千瓦,是紅水河梯級開發(fa)的龍頭骨干(gan)控制性(xing)工程,是大(da)唐集(ji)團公司最(zui)大(da)水電(dian)(dian)項(xiang)目,直(zhi)接接受南方電(dian)(dian)網(wang)總(zong)調調度,在南方電(dian)(dian)網(wang)中處(chu)于調峰、調頻、事故備用的核心(xin)地(di)位。

龍(long)灘電(dian)廠成立于(yu)20069月,負責電廠的發(fa)電生產管理及升(sheng)船機工程建設,目前員工208人。自(zi)2007521日首臺機組投產以(yi)來,累計完成發電量1550億千瓦時。龍灘(tan)電(dian)廠(chang)從發(fa)電(dian)之(zhi)初就(jiu)開始(shi)推(tui)進安(an)(an)(an)全(quan)文化(hua)建(jian)設(she),根植安(an)(an)(an)全(quan)理念,養成安(an)(an)(an)全(quan)行為,打造特(te)色(se)安(an)(an)(an)全(quan)文化(hua),經過十多年(nian)的安(an)(an)(an)全(quan)文化(hua)建(jian)設(she),逐步形成了(le)“以人為本、生命至(zhi)上、風險(xian)管控、安(an)(an)(an)全(quan)發(fa)展、打造龍灘(tan)本質安(an)(an)(an)全(quan)型企業”的核心(xin)安(an)(an)(an)全(quan)文化(hua)理念。2018年,龍灘電廠以(yi)“雙(shuang)(shuang)新”“雙(shuang)(shuang)優(you)(you)”“雙(shuang)(shuang)評價”“雙(shuang)(shuang)排(pai)序”“四(si)篇(pian)(pian)文(wen)(wen)章(zhang)”為抓手,聚焦思(si)想(xiang)、責任、能(neng)力(li)、精(jing)神、方法(fa)、機制等“六大短(duan)板(ban)”,推薦打開領導干部“總開關”的(de)(de)“雙(shuang)(shuang)新”思(si)想(xiang)篇(pian)(pian)、突出(chu)一流對標(biao)抓落(luo)實的(de)(de)“雙(shuang)(shuang)優(you)(you)”行(xing)動(dong)(dong)篇(pian)(pian)、夯實本質安(an)(an)全(quan)(quan)的(de)(de)“雙(shuang)(shuang)評價”基礎篇(pian)(pian)、激發“關鍵少數”帶動(dong)(dong)“絕大多數”的(de)(de)“雙(shuang)(shuang)排(pai)序”動(dong)(dong)力(li)篇(pian)(pian)“四(si)篇(pian)(pian)文(wen)(wen)章(zhang)”全(quan)(quan)面(mian)落(luo)地(di)。通過“四(si)篇(pian)(pian)文(wen)(wen)章(zhang)”,龍灘電廠深(shen)刻改變了(le)企業(ye)安(an)(an)全(quan)(quan)文(wen)(wen)化狀態,極大改變了(le)企業(ye)面(mian)貌、職工的(de)(de)精(jing)神面(mian)貌,營(ying)造了(le)人人盡責、齊抓共(gong)管的(de)(de)安(an)(an)全(quan)(quan)文(wen)(wen)化氛圍,構建了(le)一流的(de)(de)水電廠安(an)(an)全(quan)(quan)文(wen)(wen)化體(ti)系。

 

健全安(an)全文化創(chuang)建組織機構(gou)

營造安全文化濃(nong)厚氛圍

 

龍灘電廠(chang)加大(da)(da)(da)安(an)(an)(an)全(quan)文(wen)化宣(xuan)(xuan)傳(chuan)力度(du),營造濃厚的(de)安(an)(an)(an)全(quan)文(wen)化氛圍,充分利用安(an)(an)(an)全(quan)板報、宣(xuan)(xuan)傳(chuan)欄、地下廠(chang)房文(wen)化長(chang)廊、上(shang)班通道以及在電廠(chang)網站上(shang)開設“安(an)(an)(an)全(quan)光榮榜(bang)”專欄,在中控樓大(da)(da)(da)廳液晶屏大(da)(da)(da)力宣(xuan)(xuan)傳(chuan)安(an)(an)(an)全(quan)理念,表彰安(an)(an)(an)全(quan)生(sheng)產先進(jin)個人、勞動模范等,不(bu)斷(duan)增(zeng)強員(yuan)工安(an)(an)(an)全(quan)文(wen)化意(yi)識。大(da)(da)(da)力宣(xuan)(xuan)傳(chuan)創建安(an)(an)(an)全(quan)文(wen)化企(qi)業的(de)重要意(yi)義(yi),讓員(yuan)工明白創建活動與(yu)自(zi)身(shen)的(de)安(an)(an)(an)全(quan)息息相

堅持制(zhi)度(du)管總,提高(gao)制(zhi)度(du)執行(xing)剛性。龍灘電廠每年梳理制(zhi)度(du)體系,健全(quan)完(wan)善各項制(zhi)度(du)和標準,從目標、問題出發,做到有據可(ke)依(yi)、有章(zhang)可(ke)循、有據可(ke)查。大力(li)開展制(zhi)度(du)的(de)宣(xuan)貫、培訓、考(kao)試工作,每月進行(xing)抽(chou)考(kao)。強(qiang)化制(zhi)度(du)權(quan)威性,杜絕有法(fa)不依(yi)、有章(zhang)不循的(de)違(wei)章(zhang)行(xing)為。

堅持作(zuo)風兜(dou)底,敢抓敢管敢嚴作(zuo)風。各級負責人率先(xian)垂范,踐行(xing)安全發展理念,深入班(ban)組基層,參加指(zhi)導(dao)和檢查班(ban)組安全活動,發現和解決問題(ti)(ti)。從目(mu)標和問題(ti)(ti)出發,抓住問題(ti)(ti)不

放,把解決問題、實現目標(biao)作為履(lv)職盡責(ze)的重要標(biao)準(zhun)。堅持(chi)零容(rong)忍,堅持(chi)嚴字(zi)當頭(tou),敢抓敢管,敢于擔當,錘(chui)煉過硬作風,發揮兜底作用。

責(ze)(ze)(ze)(ze)(ze)(ze)任(ren)(ren)(ren)層層落(luo)實,嚴肅履(lv)職盡責(ze)(ze)(ze)(ze)(ze)(ze)考核。各(ge)級(ji)(ji)負責(ze)(ze)(ze)(ze)(ze)(ze)人(ren)(ren)認真貫徹落(luo)實上級(ji)(ji)的(de)重要(yao)部署,專(zhuan)題研(yan)究存在的(de)短(duan)板(ban)和漏(lou)洞,帶(dai)著問題去(qu)現(xian)(xian)場、班(ban)組,奔著問題查(cha)(cha),抓著問題回來,查(cha)(cha)出(chu)問題專(zhuan)人(ren)(ren)督(du)辦,實現(xian)(xian)閉環(huan)整改,推(tui)動各(ge)項工作在班(ban)組有效落(luo)地(di)。加強(qiang)安全目標“四級(ji)(ji)”管(guan)(guan)控,堅持一(yi)(yi)級(ji)(ji)抓一(yi)(yi)級(ji)(ji)、一(yi)(yi)級(ji)(ji)帶(dai)一(yi)(yi)級(ji)(ji)、一(yi)(yi)級(ji)(ji)保一(yi)(yi)級(ji)(ji),健(jian)全全員責(ze)(ze)(ze)(ze)(ze)(ze)任(ren)(ren)(ren)制,簽訂安全承(cheng)諾書,做到(dao)不(bu)留死角、不(bu)“掛(gua)空擋(dang)”。強(qiang)化(hua)各(ge)級(ji)(ji)人(ren)(ren)員履(lv)責(ze)(ze)(ze)(ze)(ze)(ze)行為過程管(guan)(guan)控,深化(hua)“四不(bu)兩直”全覆蓋檢查(cha)(cha),對檢查(cha)(cha)發現(xian)(xian)不(bu)履(lv)職盡責(ze)(ze)(ze)(ze)(ze)(ze)、問題隱患不(bu)落(luo)實整改的(de),按(an)“一(yi)(yi)案四查(cha)(cha)”原則,從主要(yao)責(ze)(ze)(ze)(ze)(ze)(ze)任(ren)(ren)(ren)到(dao)次要(yao)責(ze)(ze)(ze)(ze)(ze)(ze)任(ren)(ren)(ren)入手,按(an)照“現(xian)(xian)場管(guan)(guan)理責(ze)(ze)(ze)(ze)(ze)(ze)任(ren)(ren)(ren)”“技術責(ze)(ze)(ze)(ze)(ze)(ze)任(ren)(ren)(ren)”“監督(du)責(ze)(ze)(ze)(ze)(ze)(ze)任(ren)(ren)(ren)”“領導(dao)責(ze)(ze)(ze)(ze)(ze)(ze)任(ren)(ren)(ren)”四方面追究責(ze)(ze)(ze)(ze)(ze)(ze)任(ren)(ren)(ren),實行無后果追責(ze)(ze)(ze)(ze)(ze)(ze)。

 

開展“班組安全文化(hua)樣板間”建設

 

以創建(jian)“水電(dian)班(ban)組(zu)(zu)(zu)安(an)(an)(an)全文化(hua)(hua)樣板(ban)間(jian)”為契機(ji),龍灘電(dian)廠將班(ban)組(zu)(zu)(zu)安(an)(an)(an)全文化(hua)(hua)樣板(ban)間(jian)與班(ban)組(zu)(zu)(zu)標準(zhun)化(hua)(hua)建(jian)設相結(jie)合,通(tong)過班(ban)組(zu)(zu)(zu)智能(neng)化(hua)(hua)改造、標準(zhun)化(hua)(hua)管理,打(da)造班(ban)組(zu)(zu)(zu)信(xin)息(xi)(xi)智能(neng)一體化(hua)(hua)平臺,設置(zhi)生產(chan)(chan)信(xin)息(xi)(xi)、早會信(xin)息(xi)(xi)、安(an)(an)(an)全日活動、周月(yue)計劃、培訓(xun)信(xin)息(xi)(xi)、班(ban)組(zu)(zu)(zu)精細化(hua)(hua)、黨群工(gong)作(zuo)七(qi)大模塊,其中生產(chan)(chan)信(xin)息(xi)(xi)模塊集成了(le)缺陷、整改信(xin)息(xi)(xi),工(gong)作(zuo)票信(xin)息(xi)(xi),三講一落實錄音信(xin)息(xi)(xi),定期工(gong)作(zuo)、實時監控信(xin)息(xi)(xi),員(yuan)工(gong)比學趕超(chao)信(xin)息(xi)(xi)等11個與生產(chan)息(xi)(xi)(xi)息(xi)(xi)(xi)相(xiang)關(guan)的(de)信(xin)息(xi)(xi)(xi)數據(ju),并(bing)設(she)有(you)語(yu)音(yin)提醒功能,及時(shi)提醒即(ji)將(jiang)要開展和未(wei)按照(zhao)要求(qiu)完成(cheng)的(de)工(gong)(gong)作(zuo),避免(mian)遺漏;實現了工(gong)(gong)作(zuo)票、個人出勤一(yi)鍵統計,省(sheng)時(shi)省(sheng)力;實現了信(xin)息(xi)(xi)(xi)共享(xiang),人人監督;改變了以(yi)往的(de)工(gong)(gong)作(zuo)模式,班組成(cheng)員在一(yi)體化平臺(tai)上(shang)全(quan)面(mian)、直觀地獲取相(xiang)關(guan)信(xin)息(xi)(xi)(xi),大大提高(gao)(gao)班組的(de)工(gong)(gong)作(zuo)效率。班組安全(quan)文化管理水平的(de)提高(gao)(gao),為電廠安全(quan)文化創建水平的(de)提高(gao)(gao)奠定(ding)了基礎(chu)。

 

開展“零違章”、反違章活動

 

龍灘電廠始終堅持“安全(quan)第一、預防(fang)(fang)為(wei)(wei)主、綜合治理(li)”的(de)(de)方針,牢固樹立(li)以人為(wei)(wei)本(ben),珍(zhen)愛(ai)生(sheng)命,安全(quan)發(fa)展的(de)(de)理(li)念,每年開展“零違(wei)(wei)(wei)(wei)(wei)章(zhang)(zhang)(zhang)”活(huo)動(dong),建(jian)立(li)違(wei)(wei)(wei)(wei)(wei)章(zhang)(zhang)(zhang)積分臺帳,學習反違(wei)(wei)(wei)(wei)(wei)章(zhang)(zhang)(zhang)制度和(he)(he)反違(wei)(wei)(wei)(wei)(wei)章(zhang)(zhang)(zhang)的(de)(de)相關知識,深入開展反違(wei)(wei)(wei)(wei)(wei)章(zhang)(zhang)(zhang)活(huo)動(dong),嚴(yan)抓(zhua)嚴(yan)管(guan)(guan)安全(quan)生(sheng)產,樹立(li)違(wei)(wei)(wei)(wei)(wei)章(zhang)(zhang)(zhang)就是(shi)事(shi)(shi)故、不(bu)處理(li)違(wei)(wei)(wei)(wei)(wei)章(zhang)(zhang)(zhang)就是(shi)違(wei)(wei)(wei)(wei)(wei)章(zhang)(zhang)(zhang)的(de)(de)理(li)念,超(chao)前預防(fang)(fang),抓(zhua)細(xi)抓(zhua)小,不(bu)斷(duan)提高防(fang)(fang)范(fan)水平。加強違(wei)(wei)(wei)(wei)(wei)章(zhang)(zhang)(zhang)督查(cha),強化作(zuo)業過(guo)程管(guan)(guan)控(kong)(kong),對違(wei)(wei)(wei)(wei)(wei)章(zhang)(zhang)(zhang)堅持“零容忍”,以“鐵的(de)(de)紀(ji)律(lv)、鐵的(de)(de)作(zuo)風、鐵的(de)(de)手(shou)腕”管(guan)(guan)控(kong)(kong)作(zuo)業現場“三違(wei)(wei)(wei)(wei)(wei)”行(xing)為(wei)(wei)。以檢查(cha)、評比、考核為(wei)(wei)手(shou)段(duan),嚴(yan)肅安全(quan)紀(ji)律(lv),保(bao)持杜絕違(wei)(wei)(wei)(wei)(wei)章(zhang)(zhang)(zhang)的(de)(de)高壓態勢,對違(wei)(wei)(wei)(wei)(wei)章(zhang)(zhang)(zhang)作(zuo)業人員按“一案(an)四(si)查(cha)”追究(jiu)相關人員的(de)(de)責任,有效防(fang)(fang)止“三違(wei)(wei)(wei)(wei)(wei)”發(fa)生(sheng),在預防(fang)(fang)和(he)(he)控(kong)(kong)制違(wei)(wei)(wei)(wei)(wei)章(zhang)(zhang)(zhang)行(xing)為(wei)(wei)上下功夫,營(ying)造“遵章(zhang)(zhang)(zhang)守紀(ji)”的(de)(de)良(liang)好風氣,實現從事(shi)(shi)后處罰到事(shi)(shi)前教育和(he)(he)事(shi)(shi)中控(kong)(kong)制的(de)(de)轉變,不(bu)斷(duan)提高企業安全(quan)保(bao)障能(neng)力和(he)(he)事(shi)(shi)故防(fang)(fang)范(fan)能(neng)力。

 

牢牢管控安全風險

 

從(cong)2014年(nian)起,龍(long)灘(tan)電廠(chang)著力打(da)造本質安(an)全型企業,每年(nian)開展內(nei)審(shen),每三(san)年(nian)開展一次(ci)外審(shen)。2015年外審風(feng)險度(du)14.74%,實現指標(biao)達標(biao);2018年外審風險度9.54%,實(shi)現(xian)(xian)管控達標(biao)(biao)。龍灘電廠不斷(duan)完(wan)善以“標(biao)(biao)準化為核心,安(an)(an)(an)全(quan)風(feng)(feng)險(xian)(xian)管控”為重點的(de)安(an)(an)(an)全(quan)風(feng)(feng)險(xian)(xian)管控體系,通過源頭管理、過程(cheng)控制(zhi)、應急處置、持續(xu)改進,將生產過程(cheng)中的(de)安(an)(an)(an)全(quan)風(feng)(feng)險(xian)(xian)穩定(ding)地控制(zhi)在可接受的(de)范圍內(nei),實(shi)現(xian)(xian)安(an)(an)(an)全(quan)生產的(de)長治久安(an)(an)(an),最終達到“人員無(wu)(wu)傷害、系統無(wu)(wu)缺(que)陷、管理無(wu)(wu)漏洞(dong)、設備無(wu)(wu)障礙、風(feng)(feng)險(xian)(xian)可控制(zhi),實(shi)現(xian)(xian)人機環和(he)諧統一”的(de)目標(biao)(biao)要求(qiu),實(shi)現(xian)(xian)風(feng)(feng)險(xian)(xian)度(du)小于5%,實現(xian)(xian)安全(quan)文化達標,實現(xian)(xian)創建本質安全(quan)型企業的目標。

 

推進(jin)大安(an)全(quan)文化理念(nian)建設(she)

 

龍(long)灘(tan)(tan)電廠投產以來,援建廣西壯(zhuang)族自治區(qu)天(tian)峨縣(xian)頂(ding)(ding)茂(mao)希望(wang)小學和羅甸縣(xian)龍(long)灘(tan)(tan)希望(wang)小學,支(zhi)援建設頂(ding)(ding)茂(mao)村脫貧致富(fu),員工主動捐款成立天(tian)峨縣(xian)高級(ji)中學“龍(long)灘(tan)(tan)獎學金(jin)”,支(zhi)持培養更多的(de)優秀(xiu)學生。移(yi)栽(zai)龍(long)灘(tan)(tan)庫區(qu)被淹沒的(de)珍稀植物14103棵,每年(nian)增放龍灘庫區200萬魚苗(miao),為珠江(jiang)枯水期(qi)調水壓咸30多(duo)次(ci)等,不斷(duan)改(gai)善生(sheng)態安全(quan)環境。龍灘電廠榮獲(huo)“國家水土(tu)保持生(sheng)態文(wen)明工程”“水利部生(sheng)態文(wen)明單位(wei)”“廣西壯族自治區綠色工程先進單位(wei)”和“生(sheng)態建設水土(tu)保持示范工程”等稱號(hao)。

通過安(an)全(quan)文化(hua)建設,碩果(guo)累累,龍(long)灘電(dian)廠先(xian)后榮獲全(quan)國“五一”勞動(dong)獎章(zhang)、廣西(xi)壯族自治區“五一勞動(dong)”獎章(zhang)、大唐集團(tuan)公司先(xian)進單(dan)(dan)位(wei)和創一流企業(ye)及文明單(dan)(dan)位(wei)、廣西(xi)分公司先(xian)進單(dan)(dan)位(wei)等30多項榮譽稱號。
