淺析如何推進海關特殊監管區域的 安全生產工作

   目前海(hai)(hai)關(guan)特(te)殊(shu)監管區(qu)域(yu)有保(bao)稅(shui)區(qu)、出口加工區(qu)、保(bao)稅(shui)物流(liu)園區(qu)、跨境(jing)工業園區(qu)、保(bao)稅(shui)港區(qu)、綜(zong)合保(bao)稅(shui)區(qu)幾種模(mo)式,海(hai)(hai)關(guan)是業務監管主(zhu)體。海(hai)(hai)關(guan)特(te)殊(shu)監管區(qu)域(yu)安全(quan)生產需要(yao)海(hai)(hai)關(guan)、地方(fang)政府、相關(guan)職能部門共同管理,特(te)別(bie)是天津濱海(hai)(hai)新區(qu)特(te)別(bie)重大生產安全(quan)事故(gu)發(fa)生以后,如何做好(hao)特殊監管區(qu)域(yu)安全(quan)生產,落實“生命至(zhi)上,安全(quan)第一(yi)”理(li)念變得更為迫切。

 

當前海關特(te)殊監管區域存在的主要問題

 

  安全生(sheng)產(chan)管理停留在初級階段。海關特殊(shu)監(jian)管區(qu)域具有保(bao)(bao)稅(shui)功(gong)能,境外(wai)產(chan)品(pin)入區(qu)保(bao)(bao)稅(shui)、境內產(chan)品(pin)入區(qu)退(tui)稅(shui)的優惠政策吸引(yin)大量企(qi)(qi)業(ye)入駐(zhu),對(dui)國家外(wai)向型經(jing)濟(ji)發展(zhan)起到重要作(zuo)用(yong)。作(zuo)為(wei)(wei)開(kai)放水平較高的綜合保(bao)(bao)稅(shui)區(qu)多由加(jia)工(gong)區(qu)、保(bao)(bao)稅(shui)物流(liu)園區(qu)升級而來,企(qi)(qi)業(ye)為(wei)(wei)加(jia)工(gong)貿易或跨境貿易類型。一(yi)些企業內(nei)部管理仍處(chu)于初級階段,事多人少,部分企業甚至連基(ji)本安(an)全制(zhi)度(du)都未建(jian)立,社會(hui)化服(fu)務基(ji)本處(chu)于空白(bai)階段,面對存在的問題(ti)和與日俱增的監管壓(ya)(ya)力(li),安(an)全生產工作壓(ya)(ya)力(li)越來越大。

  存在職能交叉現象。海關是特殊監(jian)管區域業務監(jian)管主體,貨(huo)物需要報(bao)關或(huo)登記進出,根(gen)據國務院389號令(ling),地方政府需要在海關(guan)(guan)特殊(shu)監(jian)(jian)管(guan)區(qu)域(yu)設置商(shang)務(wu)(wu)部(bu)門(men),負責相關(guan)(guan)商(shang)務(wu)(wu)審(shen)批,形(xing)成海關(guan)(guan)、特殊(shu)監(jian)(jian)管(guan)區(qu)商(shang)務(wu)(wu)部(bu)門(men)、地方政府監(jian)(jian)管(guan)職(zhi)能部(bu)門(men)共同(tong)管(guan)理(li)的局(ju)面,這就容易導致(zhi)出現多頭管(guan)理(li)或管(guan)理(li)真空(kong)現象(xiang)。

  主體責(ze)任落(luo)實不夠。有(you)的(de)企業主要負責(ze)人(ren)存在重效(xiao)益輕安(an)全(quan)的(de)思想,該設立(li)的(de)安(an)全(quan)管(guan)理機構不設立(li),該配的(de)安(an)全(quan)管(guan)理人(ren)員不配足或者隨便找(zhao)人(ren)兼職應付檢查,有(you)的(de)企業安(an)全(quan)員一年換(huan)幾個,對(dui)員工(gong)的(de)安(an)全(quan)培訓教育(yu)流于形式,讓(rang)員工(gong)簽字了事,安(an)全(quan)檢查走馬(ma)觀(guan)花(hua)、走過場現象仍有(you)存在。

  事故隱(yin)患仍然存在。地方政府為招商引資,新建一定(ding)數量標準廠房,特別是(shi)跨境電商產業(ye)發展起來(lai)以后,將部(bu)分(fen)工業(ye)廠房改(gai)作物流倉(cang)庫(ku)使用,因廠房倉(cang)庫(ku)標準不同,存在廠房改(gai)倉(cang)儲消防未通(tong)過驗(yan)收、違章(zhang)搭建問題;有(you)的(de)企(qi)業(ye)管理混亂(luan)、堵塞消防通(tong)道;有(you)的(de)企(qi)業(ye)電氣線路老(lao)化、超負荷運(yun)行;有的企業(ye)員工缺乏安全生產知識,進(jin)行違規(gui)操作(zuo);一些企業(ye)管理人(ren)員還普遍存在違章(zhang)指揮等問題。

 

做好安全生(sheng)產工(gong)作的建議(yi)

 

  不管是海關、政(zheng)府監管部門還(huan)是生(sheng)(sheng)產經(jing)營(ying)單位,都要按“管業(ye)(ye)務管安(an)(an)全、管行業(ye)(ye)管安(an)(an)全、管生(sheng)(sheng)產經(jing)營(ying)管安(an)(an)全”的要求,樹立安(an)(an)全生(sheng)(sheng)產工作“六(liu)個最(zui)(zui)大”理念,即(ji)安(an)(an)全生(sheng)(sheng)產是最(zui)(zui)大的政(zheng)治、最(zui)(zui)大的民(min)生(sheng)(sheng)、最(zui)(zui)大的效益、最(zui)(zui)大的責任、最(zui)(zui)大的良(liang)心、最(zui)(zui)大的形象。第一,安(an)(an)全生(sheng)(sheng)產是最大的(de)(de)政(zheng)(zheng)(zheng)治(zhi)。習近平(ping)總書記強(qiang)調(diao),要牢固(gu)樹立(li)(li)安(an)全(quan)發展的(de)(de)理念,這(zhe)是我(wo)們黨(dang)“立(li)(li)黨(dang)為(wei)公、執政(zheng)(zheng)(zheng)為(wei)民(min)”的(de)(de)執政(zheng)(zheng)(zheng)理念的(de)(de)重(zhong)要體現。第二,安(an)全(quan)生(sheng)產是最大的(de)(de)民(min)生(sheng)。安(an)全(quan)生(sheng)產,人(ren)(ren)命關(guan)天。世上(shang)沒(mei)有什么(me)比(bi)人(ren)(ren)的(de)(de)生(sheng)命更重(zhong)要,財產可以損失,但人(ren)(ren)的(de)(de)生(sheng)命不可復制(zhi)。生(sheng)與(yu)死是最大的(de)(de)民(min)生(sheng),生(sheng)存權是最基本的(de)(de)人(ren)(ren)權,保護人(ren)(ren)民(min)群眾的(de)(de)生(sheng)命財產安(an)全(quan)是黨(dang)和政(zheng)(zheng)(zheng)府義不容辭的(de)(de)責任。第三,安全(quan)生產是(shi)最大效益。安全(quan)是(shi)企業的靈魂,安全(quan)是(shi)“1”,其他(ta)為“0”,沒有“1”,后面“0”沒有(you)意義,只有(you)保證安(an)全才能獲(huo)得更大(da)的效益。第四,安(an)全生產是(shi)最大(da)的責任。為官一(yi)任,就要造福一(yi)方、平安(an)一(yi)方,這是(shi)政府的天職、使命,政府官員、企業負責人必須在(zai)安(an)(an)全(quan)生產(chan)(chan)上履責(ze)擔當、守住底(di)線。第五,安(an)(an)全(quan)生產(chan)(chan)是最(zui)大的(de)(de)良心(xin)。安(an)(an)全(quan)生產(chan)(chan)工作是一份良心(xin)活,需要高度負責(ze)的(de)(de)態(tai)度和無私(si)奉獻的(de)(de)精神,切實把人員培訓、隱患排查、問(wen)題整(zheng)改、制度建(jian)立等各(ge)項基礎工作做細(xi)、做實、做深入,才能有效防范(fan)事故。第六,安(an)(an)全(quan)生產(chan)(chan)是最(zui)大的(de)(de)形象。安(an)全(quan)生產是一個“一丑遮百俊”的(de)工作,不(bu)管以前取得(de)多大的(de)成績,一旦(dan)發生事(shi)故,勢(shi)必影(ying)響企業形象,影(ying)響黨和政(zheng)府形象。

  對各生(sheng)產(chan)經營企業(ye)而言,要做好安全生(sheng)產(chan)工(gong)作,就要切實(shi)落實(shi)“安全生(sheng)產(chan)主體責任”,必須做到“三(san)強(qiang)化(hua),三(san)落實(shi)”,就是(shi)通過(guo)強(qiang)化(hua)內部管(guan)理,落實(shi)主體責任;強(qiang)化(hua)標準化(hua)創(chuang)建,拉(la)高管(guan)理標桿;強(qiang)化(hua)相互協助,創(chuang)建和諧園區(qu),為特殊監管(guan)區(qu)轉(zhuan)型升(sheng)級、平安穩定創(chuang)造(zao)良(liang)好環境。

  強化(hua)企(qi)業(ye)管理(li),落實(shi)主(zhu)體責(ze)(ze)(ze)(ze)任。企(qi)業(ye)要(yao)樹立“以(yi)人(ren)為(wei)本、安(an)(an)全(quan)(quan)(quan)發(fa)展(zhan)”的(de)(de)理(li)念(nian),落實(shi)安(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)(chan)主(zhu)體責(ze)(ze)(ze)(ze)任,做(zuo)到(dao)“一崗雙責(ze)(ze)(ze)(ze)”,深化(hua)安(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)(chan)各項(xiang)措施,做(zuo)到(dao)“四到(dao)位(wei)(wei)”。一是(shi)安(an)(an)全(quan)(quan)(quan)責(ze)(ze)(ze)(ze)任到(dao)位(wei)(wei)。層層落實(shi)生(sheng)(sheng)產(chan)(chan)(chan)經營單(dan)(dan)位(wei)(wei)責(ze)(ze)(ze)(ze)任制,要(yao)從現(xian)(xian)場物的(de)(de)不(bu)安(an)(an)全(quan)(quan)(quan)因素(su)、人(ren)的(de)(de)不(bu)安(an)(an)全(quan)(quan)(quan)行為(wei)、人(ren)的(de)(de)安(an)(an)全(quan)(quan)(quan)意識(shi)三(san)個方面(mian),狠抓(zhua)現(xian)(xian)場安(an)(an)全(quan)(quan)(quan)管理(li),嚴格考核(he)和獎(jiang)懲,強化(hua)責(ze)(ze)(ze)(ze)任追究,保(bao)證各項(xiang)工作措施落到(dao)實(shi)處,形(xing)成全(quan)(quan)(quan)員重(zhong)視安(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)(chan)的(de)(de)格局,確保(bao)不(bu)發(fa)生(sheng)(sheng)傷亡事(shi)故(gu)(gu)。二(er)是(shi)隱患排查(cha)(cha)到(dao)位(wei)(wei)。各企(qi)業(ye)要(yao)建(jian)立健全(quan)(quan)(quan)隱患排查(cha)(cha)、風(feng)險(xian)防控制度體系,堅持隱患就是(shi)事(shi)故(gu)(gu)理(li)念(nian),務(wu)必做(zuo)到(dao)事(shi)故(gu)(gu)隱患不(bu)遺漏、事(shi)故(gu)(gu)苗頭(tou)不(bu)放(fang)過。堅持檢(jian)查(cha)(cha)與整(zheng)改相結合,邊檢(jian)查(cha)(cha)、邊整(zheng)改,以(yi)檢(jian)查(cha)(cha)促整(zheng)改,把事(shi)故(gu)(gu)隱患消滅在萌芽狀態。三(san)是(shi)培訓教育到(dao)位(wei)(wei)。加強對典型安(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)(chan)案例的(de)(de)學習,增強所(suo)有人(ren)員安(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)(chan)和自我保(bao)護意識(shi),形(xing)成人(ren)人(ren)重(zhong)視安(an)(an)全(quan)(quan)(quan)、關注(zhu)安(an)(an)全(quan)(quan)(quan)、防范事(shi)故(gu)(gu)的(de)(de)良好氛(fen)圍(wei)。四是(shi)應(ying)急(ji)(ji)救援(yuan)(yuan)到(dao)位(wei)(wei)。各單(dan)(dan)位(wei)(wei)要(yao)建(jian)立生(sheng)(sheng)產(chan)(chan)(chan)安(an)(an)全(quan)(quan)(quan)事(shi)故(gu)(gu)應(ying)急(ji)(ji)救援(yuan)(yuan)預案并進行備案,完(wan)善(shan)應(ying)急(ji)(ji)救援(yuan)(yuan)網(wang)絡,落實(shi)救援(yuan)(yuan)責(ze)(ze)(ze)(ze)任、救援(yuan)(yuan)物資(zi)、救援(yuan)(yuan)裝備和救援(yuan)(yuan)隊伍(wu),加強預案演練,妥(tuo)善(shan)處理(li)各類(lei)突發(fa)事(shi)件,一旦發(fa)生(sheng)(sheng)突發(fa)事(shi)件要(yao)立即啟動預案,并按規定及時、如實(shi)上報,將損失減到(dao)最低。

  強(qiang)化(hua)標準(zhun)化(hua)創建(jian),拉高(gao)(gao)(gao)管(guan)(guan)理標桿。要(yao)(yao)緊密結(jie)合企(qi)(qi)業(ye)實際,通過(guo)招才引智(zhi),做到(dao)有(you)(you)側重(zhong)、有(you)(you)特(te)色、有(you)(you)實效(xiao),通過(guo)狠抓(zhua)(zhua)重(zhong)點(dian),帶動安(an)(an)全(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)工(gong)(gong)作(zuo)管(guan)(guan)理能(neng)力(li)全(quan)(quan)(quan)(quan)(quan)面提(ti)升(sheng)。一是(shi)抓(zhua)(zhua)謀劃。各生(sheng)(sheng)(sheng)產(chan)(chan)經(jing)(jing)營單位要(yao)(yao)著眼(yan)于治(zhi)隱患、防(fang)(fang)事(shi)(shi)故(gu)(gu)(gu),將教育培訓、安(an)(an)全(quan)(quan)(quan)(quan)(quan)檢(jian)(jian)查(cha)、隱患整(zheng)治(zhi)、應急演練、安(an)(an)全(quan)(quan)(quan)(quan)(quan)投(tou)入列入年(nian)初(chu)重(zhong)點(dian)計劃,解決企(qi)(qi)業(ye)存在(zai)(zai)(zai)的(de)主要(yao)(yao)矛(mao)盾和突出問(wen)題。二是(shi)抓(zhua)(zhua)重(zhong)點(dian)。其(qi)(qi)一抓(zhua)(zhua)重(zhong)點(dian)環(huan)(huan)節。企(qi)(qi)業(ye)要(yao)(yao)狠抓(zhua)(zhua)那些隱患嚴(yan)重(zhong)的(de)環(huan)(huan)節和安(an)(an)全(quan)(quan)(quan)(quan)(quan)保障能(neng)力(li)較低的(de)人(ren)員,指定專(zhuan)(zhuan)人(ren)負(fu)責(ze),采取有(you)(you)效(xiao)措(cuo)施,限期整(zheng)改,確保消(xiao)除(chu)事(shi)(shi)故(gu)(gu)(gu)隱患,安(an)(an)全(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)。其(qi)(qi)二抓(zhua)(zhua)重(zhong)點(dian)人(ren)員。要(yao)(yao)采取以會代訓、集中(zhong)培訓等(deng)多(duo)種(zhong)形(xing)式,進(jin)(jin)一步加強(qiang)對(dui)(dui)生(sheng)(sheng)(sheng)產(chan)(chan)經(jing)(jing)營單位法(fa)(fa)人(ren)代表、分管(guan)(guan)負(fu)責(ze)人(ren)和安(an)(an)全(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)管(guan)(guan)理人(ren)員的(de)培訓,嚴(yan)格(ge)生(sheng)(sheng)(sheng)產(chan)(chan)經(jing)(jing)營單位從(cong)業(ye)人(ren)員安(an)(an)全(quan)(quan)(quan)(quan)(quan)培訓和持證(zheng)上崗制度(du),通過(guo)崗前培訓、崗位練兵、技(ji)(ji)(ji)能(neng)比武等(deng)形(xing)式,提(ti)高(gao)(gao)(gao)從(cong)業(ye)人(ren)員特(te)別(bie)是(shi)外來務(wu)工(gong)(gong)人(ren)員安(an)(an)全(quan)(quan)(quan)(quan)(quan)意(yi)(yi)識(shi)和安(an)(an)全(quan)(quan)(quan)(quan)(quan)技(ji)(ji)(ji)能(neng)。三(san)(san)是(shi)抓(zhua)(zhua)提(ti)升(sheng)。第(di)一,建(jian)立聯(lian)防(fang)(fang)小(xiao)組(zu)。根(gen)據企(qi)(qi)業(ye)所在(zai)(zai)(zai)區域,建(jian)立聯(lian)防(fang)(fang)小(xiao)組(zu),聘請有(you)(you)安(an)(an)全(quan)(quan)(quan)(quan)(quan)管(guan)(guan)理經(jing)(jing)驗的(de)安(an)(an)全(quan)(quan)(quan)(quan)(quan)管(guan)(guan)理人(ren)員任(ren)組(zu)長,發(fa)揮(hui)聯(lian)防(fang)(fang)小(xiao)組(zu)聯(lian)合檢(jian)(jian)查(cha)、聯(lian)勤聯(lian)動、聯(lian)合演練、聯(lian)合培訓協同(tong)作(zuo)用,增強(qiang)企(qi)(qi)業(ye)協同(tong)防(fang)(fang)范能(neng)力(li),提(ti)高(gao)(gao)(gao)自(zi)(zi)我管(guan)(guan)理水平。第(di)二,發(fa)揮(hui)中(zhong)介(jie)機構(gou)作(zuo)用。針對(dui)(dui)部分中(zhong)小(xiao)企(qi)(qi)業(ye)存在(zai)(zai)(zai)“沒人(ren)管(guan)(guan)、不會管(guan)(guan)、管(guan)(guan)不好”的(de)問(wen)題,要(yao)(yao)發(fa)揮(hui)專(zhuan)(zhuan)業(ye)中(zhong)介(jie)單位技(ji)(ji)(ji)術(shu)優勢,將專(zhuan)(zhuan)業(ye)服務(wu)機構(gou)變成“導師(shi)”,促(cu)進(jin)(jin)隱患排查(cha)治(zhi)理、技(ji)(ji)(ji)術(shu)升(sheng)級,這(zhe)既是(shi)企(qi)(qi)業(ye)健康(kang)發(fa)展的(de)需(xu)要(yao)(yao),也(ye)是(shi)《安(an)(an)全(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)法(fa)(fa)》的(de)建(jian)設(she)性要(yao)(yao)求。第(di)三(san)(san)重(zhong)視(shi)商業(ye)保險(xian)(xian)作(zuo)用。保險(xian)(xian)除(chu)經(jing)(jing)濟補償(chang)、資金融(rong)通功能(neng),還(huan)可以利用第(di)三(san)(san)方優勢,為生(sheng)(sheng)(sheng)產(chan)(chan)經(jing)(jing)營單位提(ti)出建(jian)設(she)性意(yi)(yi)見,化(hua)解糾紛、協調(diao)利益沖(chong)突,實現風險(xian)(xian)控制和管(guan)(guan)理,提(ti)高(gao)(gao)(gao)運行效(xiao)率。特(te)別(bie)是(shi)安(an)(an)全(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)責(ze)任(ren)保險(xian)(xian),使保險(xian)(xian)公司(si)可以參與風險(xian)(xian)管(guan)(guan)理,建(jian)立健全(quan)(quan)(quan)(quan)(quan)企(qi)(qi)業(ye)安(an)(an)全(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)責(ze)任(ren)制度(du)、統計分析制度(du)、安(an)(an)全(quan)(quan)(quan)(quan)(quan)技(ji)(ji)(ji)術(shu)標準(zhun)和操作(zuo)規程(cheng),這(zhe)些對(dui)(dui)企(qi)(qi)業(ye)完善內(nei)部管(guan)(guan)理都具有(you)(you)重(zhong)要(yao)(yao)意(yi)(yi)義。第(di)四(si),推進(jin)(jin)標準(zhun)化(hua)建(jian)設(she)。企(qi)(qi)業(ye)實施標準(zhun)化(hua)過(guo)程(cheng),就是(shi)企(qi)(qi)業(ye)根(gen)據自(zi)(zi)身實際情況和生(sheng)(sheng)(sheng)產(chan)(chan)特(te)點(dian),完善內(nei)部管(guan)(guan)理過(guo)程(cheng)。人(ren)和設(she)備(bei)在(zai)(zai)(zai)工(gong)(gong)作(zuo)中(zhong)都存在(zai)(zai)(zai)不確定性。僅(jin)靠提(ti)高(gao)(gao)(gao)思(si)想認(ren)識(shi)、嚴(yan)格(ge)追究責(ze)任(ren)不足以避免(mian)發(fa)生(sheng)(sheng)(sheng)事(shi)(shi)故(gu)(gu)(gu),安(an)(an)全(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)不僅(jin)要(yao)(yao)做到(dao)職(zhi)工(gong)(gong)不想發(fa)生(sheng)(sheng)(sheng)事(shi)(shi)故(gu)(gu)(gu)、不敢發(fa)生(sheng)(sheng)(sheng)事(shi)(shi)故(gu)(gu)(gu),還(huan)要(yao)(yao)做到(dao)生(sheng)(sheng)(sheng)產(chan)(chan)工(gong)(gong)藝(yi)流程(cheng)不讓人(ren)發(fa)生(sheng)(sheng)(sheng)事(shi)(shi)故(gu)(gu)(gu),這(zhe)就需(xu)要(yao)(yao)借助生(sheng)(sheng)(sheng)產(chan)(chan)流程(cheng)、使用以及檢(jian)(jian)修(xiu)維(wei)護標準(zhun)化(hua),克服人(ren)、機器設(she)備(bei)的(de)不確定性,提(ti)升(sheng)本質安(an)(an)全(quan)(quan)(quan)(quan)(quan)。此外,安(an)(an)全(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)的(de)操作(zuo)規范和標準(zhun)體系是(shi)多(duo)年(nian)工(gong)(gong)作(zuo)經(jing)(jing)驗的(de)總結(jie),是(shi)企(qi)(qi)業(ye)提(ti)高(gao)(gao)(gao)安(an)(an)全(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)(chan)水平的(de)重(zhong)要(yao)(yao)抓(zhua)(zhua)手(shou),也(ye)是(shi)提(ti)高(gao)(gao)(gao)產(chan)(chan)品(pin)質量(liang)和經(jing)(jing)營效(xiao)益的(de)重(zhong)要(yao)(yao)方式。

  強化互助協作,創建(jian)和(he)諧(xie)園區。一(yi)是(shi)倡導大安(an)全(quan)(quan)(quan)。安(an)全(quan)(quan)(quan)不(bu)僅是(shi)企(qi)業主要負責(ze)人或(huo)安(an)全(quan)(quan)(quan)員(yuan)的(de)事(shi),也是(shi)全(quan)(quan)(quan)體員(yuan)工的(de)事(shi),要將安(an)全(quan)(quan)(quan)觀(guan)念向各部門延伸(shen)(shen),向全(quan)(quan)(quan)體員(yuan)工延伸(shen)(shen),為企(qi)業安(an)全(quan)(quan)(quan)提供組(zu)織保障。二是(shi)借力大整(zheng)治(zhi)(zhi)。堅持把政府重(zhong)點時(shi)段整(zheng)治(zhi)(zhi)與(yu)企(qi)業日常管理相(xiang)結(jie)合(he),形成合(he)力。發揮“安(an)全(quan)(quan)(quan)生產月” “交通安全月” “消防安(an)全(quan)(quan)(quan)月”等專(zhuan)項(xiang)活動導(dao)向(xiang)作用,將這些專(zhuan)項(xiang)活動與(yu)日常管理結合,倡導(dao)安(an)全(quan)(quan)(quan)文化(hua),促進安(an)全(quan)(quan)(quan)狀況持續(xu)改進。三是建設(she)大平臺。鼓勵各生(sheng)產經營單位(wei)拓(tuo)展(zhan)安(an)全(quan)(quan)(quan)陣地(di),開展(zhan)“科(ke)技+”“互(hu)聯網+”“黨建+”等(deng)平(ping)臺在安(an)全生產(chan)中應(ying)用,形成合力,解決中小企(qi)業“無人(ren)管、不會管、管不好”的問(wen)題,提高安(an)全水平(ping)。四是開展針(zhen)對(dui)性的安(an)全技能培訓。堅(jian)持“以考促學、以考促訓、以考促執(zhi)行(xing)”等(deng)原則,由點及面,全面抓好專業業務知識點、安(an)全操(cao)作技能、安(an)全規程等(deng)宣(xuan)貫培訓、考核(he)和執(zhi)行(xing)。
